- Community Life is enhanced and sustained by citizens sharing the responsibility for social order with trained professionals in creative partnerships and using the best practices in community development.
Community Justice is non-competitive and non-contradictory; it 
relies on all sectors of the community to collectively participate in bringing attention and resources to community problems.
Community Justice emphasizes crime prevention in new, problem-oriented ways and does what is appropriate, just, and necessary to preserve community safety and well-being.
